We have a current opportunity for an Industrial and Technological Benefits (ITB) Lead for proposal response and compliance management. This is a new position, reporting to the Director of Business Development.

The successful applicant be responsible for:

1. The development of ITB and Value Proposition (VP) responses for major government procurements being pursued within the Canadian aerospace defence sector.

identify and evaluate potential investment opportunities applicable to the government program being pursued

work closely with other departments (supply chain management, contracts, and finance) and business partners (suppliers and subcontractors) to lead the development and preparation of ITB/VP responses

establish and track acceptable ‘causality’ to the government program being pursued

enable and execute ITB obligation credit banking; and

all other activities required to fully develop and draft the ITB Plan as part of the proposal submission

2. The development and management of the compliance systems required to enable reporting on all ITB commitments across numerous contracts.

monitoring ITB results

completing and submitting ITB transaction sheets

completing and reporting annual results to the Government of Canada

tracking and reporting internal key performance indicators related to ITB/VP Plan execution, and recommending adjustments if necessary

3. The assessment of potential investments as possible candidates for ITB/VP obligations

participate when requested in the review and assessment of corporate investment opportunities

assess and report the applicability of specific investments as ITB candidates

provide recommendations on strategies to attract “multipliers” on any potential investment

We are looking for a professional who has the necessary attention to detail to provide training, advice and guidance on topics related to our ITB Policy. The successful candidate will meet with Innovation, Science and Economic Development Canada (ISED) Canada, relevant interest groups, and/or other defence companies to discuss and maintain currency with ITB requirements. We are looking for a professional with solid communication, analytical and people skills, and the capability to lead and/or participate in meetings up to the most senior levels.

For some Procurements, the ITB lead will work with other ITB leads from other organizations, establishing overall Program ITB bid strategies, helping consolidate multiple ITB plans into Program wide plans (Proposal Phase), helping consolidate regular ITB Program reporting (post Contract Award) and addressing not only the interests of KF but as well, the wider Program.

Our ideal candidate has:

Post Secondary Education

Strong financial or business case background

Knowledge of the federal government procurement system and other international industrial offsets programs, in particular ITB/VP plans

Strong knowledge of Canada’s industrial base and capabilities in all regions, particularly in the aerospace and defence sector

Knowledge of business ethics and compliance principles

Highly effective relationship management skills

Strong communication and presentation skills

A result driven and customer focussed mind-set and thrives on collaborating with others

5 - 7 years of applicable experience in this field

Authorized to work in Canada

Able to obtain a Canadian security clearance, CGP, and ITAR clearance (mandatory)

Reside in Ottawa or willing to travel to Ottawa on a regular basis (once Covid regulations have changed)
